President of Ukraine Volodymyr Zelenskyy has signed a decree implementing the decision of the National Security and Defense Council of Ukraine to impose sanctions against russian propaganda media and judges who made illegal decisions regarding Ukrainians. The text of Decree No. 493/2026 was posted on the official website of the President on June 12, 2026.

The sanctions package includes 29 individuals and 17 legal entities. Among them are judges involved in the criminal prosecution of Ukrainians in russia and the temporarily occupied Crimean peninsula, as well as in absentia conviction of Ukrainian activists, journalists and politicians. In particular, this is Moscow judge Timur Vakhrameyev, who systematically makes politically motivated decisions against Ukrainian civilians and fighters of volunteer units. He contributed to the complete isolation of illegally detained Ukrainian journalists and is involved in the imprisonment of Victoria Roshchina, who was tortured in russian captivity. Her death became known on October 10, 2024, when she was already on the lists for exchange. russia returned Victoria Roshchina‘s body with numerous traces of torture to Ukraine only in February 2025.

This package also includes russian propaganda media and their leaders involved in the systematic dissemination of lies and russian propaganda. The list includes the Union of Journalists of russia, as well as Gazeta.Ru and Lenta.Ru.

“We believe that everyone involved in the persecution of Ukrainians and the dissemination of russian propaganda must be held accountable for their actions. Ukrainian sanctions are just the beginning, there will be further decisions. We are grateful to human rights organizations for information and assistance in documenting such cases,” said Vladyslav Vlasiuk, the Presidential Advisor and Commissioner for Sanctions Policy.

As earlier reported, the so-called ‘Union of Journalists of russia’ was expelled from the organization at the congress of the International Federation of Journalists.
