Dnipro-based newspaper head shares his experience in publication’s registering under new law

Oleksii Kovalchuk, the publisher of the regional newspaper Visti Prydniproviya/the head of the Dnipropetrovsk regional organization of the National Union of Journalists of Ukraine (NUJU), at the request of the Union, shared his experience of registering a print media under the requirements of the new law On Media.

“The law is debatable, but we comply with all its norms,” the Visti Prydniproviya head noted. “Before that, we were registered as a printed publication in the Ministry of Justice. So, we applied for registration to the National Television and Radio Broadcasting Council of Ukraine.”

There is an application form on the website of the National Council, which can be downloaded and filled out online. The application indicates who the applicant is, at which address the office is located, who the manager is, the final beneficiary (if any), the type of media, the frequency of publication, the territory, and the distribution method.

“We submitted the application, a copy of the previous certificate from the Ministry of Justice (if this document is available, there is no need to pay the registration fee), and the accompanying letter using an electronic signature – the same one we use when preparing tax reports – to the email of the National Council,” said Oleksii Kovalchuk. “Just in case, the representative of the National Council in the Dnipropetrovsk region also sent a copy (to make sure that our letter does not get lost).”

The editors sent the documents on June 2. Later, it received a letter that the application would be considered on June 22, and a representative of the publication could be present. In response, Visti Prydniproviya sent a letter requesting to consider the issue without the participation of their representative. On June 22, the publication received a decision from the National Council that, after considering the application, it registered Visti Prydniproviya and entered the relevant information into the register.

“We practically did not waste time or spend any money on the procedure. Now we are preparing to register our site,” added Oleksii Kovalchuk and suggested that everyone who plans to register a media company, if necessary, contact him for advice.
