During the PACE session, Ukrainian Parliament member Yevheniya Kravchuk and her colleague Serhii Sobolev held a working meeting with representatives of the Council of Europe in the interests of the Interim Investigative Commission (IIC) to investigate russian crimes against journalists.
Yevheniya Kravchuk, who heads the commission, reported this on her Facebook.
The meeting took place with Pavlo Pushkar, the Head of the Division of the Department for the Enforcement of ECHR Judgments at the Council of Europe.
The participants of the meeting discussed that journalists in russia’s war against Ukraine are a separate, especially vulnerable category that the aggressor state is purposefully attacking. This has already been reflected in the practice of the European Court of Human Rights.
In particular, in the interstate decisions of the ECHR in the Crimea case, journalists are directly singled out as a separate group of victims of violations. Similarly, in the joint lawsuit of Ukraine and the Netherlands against russia, the case materials contain a detailed record of violations of the European Convention on Human Rights, specifically with respect to journalists as a group.
A demonstration case was considered separately – the victorious Google case in the ECHR. The court clearly stated: russia’s attempts to force online platforms to remove legitimate content, including materials supporting Ukraine and critical statements about aggression, are a form of censorship and violate freedom of expression.
“These are extremely important legal guidelines for our work,” Yevheniya Kravchuk emphasized.
All the information received will be used in the report of the Interim Investigative Commission (IIC). The deputy also announced the continuation of the analysis of relevant cases, in particular regarding russian propaganda.
“We are continuing to work, systematically and with support for international law,” the head of the IIC concluded.
