A working meeting was held in the coworking space of the Ivano-Frankivsk JSC with the representative of the National Council of Ukraine for Television and Radio Broadcasting in the Ivano-Frankivsk Region, Ihor Maslov. It was attended by employees of the Center heads of leading media outlets in the Carpathian region. Several editors, as well as Vira Iliyina, deputy editor of the Kramatorsk newspaper Technopolis, whose newsroom is partially relocated to the Ivano-Frankivsk Region, joined online.
The main topic of the conversation was a discussion of the peculiarities of local media after registration/re-registration in the context of the Law of Ukraine On Media. As noted by the representative of the National Council, Ihor Maslov, as of January 15, 2025, a total of 168 local media outlets were registered in the Ivano-Frankivsk Region.
During the one-and-a-half-hour conversation, media professionals discussed a number of important issues: requirements for the program concept for media that broadcast; requirements of Article 37 of the Law of Ukraine On Media for print and online media (publication of source data); compliance by audiovisual, print and online media with the requirements of the Law of Ukraine On Advertising; the procedure for submitting media documents for making changes to the Register of Media Entities in accordance with Article 60 of the Law of Ukraine On Media.
Ihor Maslov also informed the meeting participants about the procedure for obtaining media extracts from the Register of Media Entities and submitting annual financial reports to the National Council by audiovisual media.
During the meeting, the work of broadcasters on memorable dates, of which there are 12 in 2025, was also discussed. In particular, this month these are January 20 and 27: January 20 – 10 years since the end of the battles for Donetsk airport during the russian-Ukrainian war (in accordance with the Resolution of the Verkhovna Rada of Ukraine dated December 21, 2023, 3536-IX); January 27 – Holocaust Remembrance Day (in accordance with the Resolution of the Verkhovna Rada of Ukraine dated July 5, 2011, 3560-VI). The representative of the National Council drew the attention of media leaders to the need to bring the broadcasting network in accordance with these memorable dates. Ihor Maslov also emphasized the need to send control copies of the region’s printed media to the National Council for Television and Radio Broadcasting. According to him, as of January 15, 2025, out of 168 registered media outlets in the Ivano-Frankivsk Region, 42 were newspapers.
In the context of the Law On Media, the representative of the National Council drew attention to the need, in the event of any changes in the media, to timely enter the relevant information into the register by submitting an application to the National Council. Suppose there are changes in the ownership and control structure of an entity in the media sector in the composition of the owners of a significant stake, beneficiaries, or controllers. In that case, such an entity is obliged, within 45 days from the date on which the relevant changes occurred or became known to the entity, to submit to the National Council an application for amendments to the Register and updated information on the ownership and control structure, as provided for in Article 59 of this Law.
In the context of the Law On Advertising, Ihor Maslov emphasized that advertising must be clearly separated from other information, regardless of the forms or methods of distribution, in such a way that it can be identified as advertising. Commercials (advertising blocks) in linear audio and audiovisual media must be clearly separated from other programs at the beginning and end of the advertising block using sound, visual, combined means, titles, or comments by the presenters using the word “advertising.” Advertising in other media must be clearly separated from other information using the word “advertising.” Hidden advertising is prohibited.
Ihor Maslov also answered a number of questions from media executives.
The coordinator of the Ivano-Frankivsk JSC, Viktoriya Plakhta, who moderated the event, thanked Ihor Maslov for fruitful cooperation and emphasized the need to hold such working meetings in order to provide assistance and support in the work of local media. She also announced a series of trainings on psychological support for media professionals at the Center. She invited those in the profession to join them.
